 For a list of known UK store locations, from a system when a postcode
is entered how can you show the nearest stores to that location?

 Are you doing this on the fly using VB or are you using a desktop app
like ArcMap?
You could create centroids of the postal code polygons, then create a
distant matrix from centroids to stores. The VB code is pretty basic
for that.

Are you doing this over the web? If so, then have a look at the
offerings from Multimap and Streetmap. They offer this sort of
service for commercial customers - http://www.multimap.com/business/locators/
