We currently have permissions setup for server files to be read only for
specific users, but we have found that they can still do certain things with
those files anyways.
The two things we are most concerned with is that they can attach these read
only files to emails and they can also save the files locally and then edit
the files locally.

Is there some way to prevent users from doing this to these read only files?

This looks to be for Windows 2003 only.
Does this work for SBS 2003 as well, or is there another program for that OS?
