I have used Netsh to export IPSec policies, but I want to know how to
read the export. It comes out with an .ipsec extension, but the file
is not readable by notepad, IE, excel, etc. Does anyone know how to
read the format or export to a readable format?

Ah, someone else (again) who wonders why they never built
the code behind "dump", at least I would wager.

The .ipsec file is not readable and I am aware of no released
tool that does as you ask.

You need to use the show actions in the netsh ipsec context.
AFAIK that is about as good as it gets.
