Execute access to files from Terminal server Jerry 08-03-2007

I have a problem with accessing executable files stored on a small business
server, from a separate server configured as a applications terminal server.
The program files will not run and display a message.

Windows can not access the specified device, path or file. You may not have
the appropriate permissions to access the item.

I've tried everything, even given full control to EVERYONE group. no joy. If
I copy the file to a local drive on the terminal server it runs fine. One
thing which will probably tell you what I need is that if I create a text
file from the terminal server on the same share as the executable I can edit
the file and do everything, but if I change the file extension to .bat
immediately I can not edit the file and get the error message above.

Please Help.
