We are setting up an internal PKI. We have one offline rootCA and one
enterprise policy/issuing CA. We have enabled the Issuer Statement
button on the CA's certificate with the CAPolicy.inf file. We cannot,
however, figure out how to enable it on the issued certiciates. If we
view certificate information on public websites that use certs from
companies like Verisign, the Issuer Statement button is enabled on
those certs, so it must be possible. But, at this point, certs that
we issue from our internal CA show the Issuer Statement button as
grayed out.

How can we enable the Issuer Statement button on the certs issued from
our CA?
