Further clarification.
What you have created is a V2 certificate template. Only an enterprise CA
running on Windows Server 2003, Enterprise Edition or Windows Server 2003,
Standard Edition can issue v2 certificate template. It sounds like you are
running Windows Server 2003, Standard Edition.
Also, only a user assigned the Manage CA permission at the CA can add
certificate templates to the CA for issuance.
