It didn't helped to reset the settings with

SC.EXE sdset scmanager
D:(A;;CCLCRPRC;;;AU)(A;;CCLCRPWPRC;;;SY)(A;;KA;;;BA)S:(AU;FA;KA;;;WD)(AU;OIIOFA;GA;;;WD)

Another note:
I installed on both machines the Support pack, Reskit and AdminToolPack
(with the right version for the right w2k3 server version).

Regards,
Andreas

Make sure you are logged on as a domain administrator. If access is still
denied then maybe you have a problem with your domain configuration such as
for DNS. I would run the support tools netdiag and dcdiag on your domain
controllers to check for healthy configuration and look in the logs via
Event viewer to see if any pertinent messages show that may indicate a
related problem. See the link below on Active Directory DNS to make sure you
are following DNS best practices.
