Shouldn't - that's the point of hibernation. RAM content is copied to hard
drive and it all shuts down.
Vista normally uses a "hybrid" power saving mode. It goes to standby (still
drawing power, but much less than when running) and after a while
hibernates.
You can, of course, modify the power settings to allow you to directly
hibernate the machine if you want.
Care to explain why you ask this question? And feel free to use this big
blank space in the future to elaborate.

They may not consume power while in "Hibernation" mode, however I have
discovered (the hard way) that if I leave my HP laptop in hibernation
mode and my router "on" (I never turn the router off), the computer will
turn itself on during the night to automatically receive and process
updates but does not return to hibernation when updating is complete. It
will sit there in the "on" mode and blink itself to death if I don't
notice it and turn it off or put it back in hibernation mode!!! If I
happen to be gone for several days, I return to a dead battery!!
If there is some way to prevent this I'd be happy to hear it, but so far
I haven't found any solution other than remembering to turn the computer
"off" (don't leave it in hibernation for long periods when it is withing
"range" of my router!!) or turn off the "automatic update".

turn off wake on lan in the bios

I'm not sure I follow your scenario. Updates don't get pushed, your
computer checks for them at specified time.
I've never had a hibernating laptop (or desktop, for that matter) wake up on
its own.
