You might be interested in the recently released National Academy of
Sciences report, "Successful Response Starts with a Map: Improving
Geospatial Support for Disaster Management". This document is the
result of 18 months work interviewing first responders, disaster
manegement specialists, EOC managers and staff, and so forth.
