I know this is sometimes a pain as I have finally had to disable it my
laptop as well. However, it stayed off, so I can't help you specifically.
However, its not a function of windows, its a function of the touchpad
driver. So you might try your laptop manufacturer's website for new drivers,
see if you can find anything about your laptop on the manufactuers
knowledgebase, or check Google.
