After messing around with this for two days and an hour and a half with HP
support, I stumbled across a fix. I found it at:

I went to Start>Settings>Connections>USB to PC. Next unchecked the advanced
box. Hit ok. Closed then did a soft reset. The iPAQ 210 now syncs with my
office pc and my home pc.
