There are logs however there is no documentation on how to read them. From
what you described here are my thoughts:
1. The dual sync is standard. It is part of the design to sync one
direction and then the other.
2. The 0/39 for the notes means there is a problem. The easiest way to
identify the notes that won't sync is to setup another Notes folder, move
the data there and sync then move them back until you find the notes that do
not sync.
Possible causes include large notes (over 16k), embedded objects, etc.
