After a couple of years the screen panel on my Latitude has become
loose and will not stay up unless almost perfectly perpendicular with
the base. Is there any easy way to tighten it back up?

Check the service manuals at Dell. It might be that if you remove the
hinge covers, the hinge can be tightened with hold-down screws as in old
Dell notebooks.
