My inspiron 8500 started turning on unreliably / intermittantly when I
hit the button.

at first it would turn on with 1 or 2 button pushes, with additional
time, it got worse and would only turn on 1 in 5 pushes, then 1 in 10,
etc. Eventually it wouldn't start up almost at all.

now it absolutely will not turn on, and I was hoping this style of
failure might indicate a specific component that needs to be replaced.

I would re-seat the connector from the power bar to the motherboard. To
take the power bar up, just open the display out flat and pry up on the left
end of the power bar, (no screws involved). Work it up and out from left
to right. On the right end is the cable that connects to the motherboard.
It pull straight up, should have a little black tape on the top of the
connector to pull it up by. Then just get it squared up and push down to
connect it again. If the power bar is bad, it is a cheap and easy
replacement.

of course it might noty be that simple, what colour is the power on button
when it will not work? steady Amber or flashing amber, also have a look
inside the machine and just check the capacitors to see if they are all flat
and cylindrical rather than bulging or even leaking.
If its the capcitors then its a new systemboard needed, if its a flashing
amber its a board and possibly a CPU and if its a flashing amber then its
the PSU

That is true, but if someone didn't feel confident in stripping the
machine down to the motherboard level, replacing the power bar is cheap
and quick. Search for "8500 power button" on ebay and you'll find a
dozen or so listed for about $10 or so. You are correct, if it has
power light flashing or is amber rather than green, it is likely not
the power bar but much more serious.
