Dell Inspiron 8200 Battery Question Cyclops 01-21-2008

 I have a Dell Inspiron 8200, I bought it used, the battery doesn't work,
it only will charge to around 9% and that is it. So, I want to know if
there is any way to 'refresh' an old battery? At least give it a few
hours life or to charge most of the way rather than 9%?
