I had 2GB of RAM installed and recently put another 2 in. The BIOS on the
machine reports 4GB, windows shows 3GB. I found some articles about using a
/PAE switch and a /3GB switch in the boot.ini but neither have had any
effect. (I have tried each of these switches and both of them).

Is there a way to force Windows to see the 4GB or should I return 1GB and
scrap the project?

OK, first question is does the MB show you have 4GB installed?

You might have already seen this article -
http://support.microsoft.com/kb/q291988/

Another crazy thing is that Windows will only see 4GB of memory period.
This includes the pagefile. If the MB does see your 4GB, try disabling your
pagefile temporarily, reboot and see if XP shows all of your RAM.

Why did you install 4GB of Ram. MS only reccomends 512MB for MCE if you are
using an HDTV tuner which is probably the largest memory consumer in MCE.
Is the reason you want more RAM becaue you are doing video editing or
conversion of high resolution video files?
