I have Windows XP Media Center Edition Service Pack 2 (build 2600)

Do you know where I can download the update that will handle the 2007
daylight savings time conversion?

Update for Windows XP (KB928388)

Installing this update enables your computer to automatically adjust the
computer clock on the correct date in 2007 due to revised Daylight Saving
Time laws in many countries.

Thanks for your reply.
I found what seems to be a downloadable update for this at the site
recommended by Jason Tsang:

Should I assume from your response that you think it best to wait for an
invitation from Windows update?

Using Jason's link is fine. It has released by Microsoft. Perhaps it was
just missed on your machine from Windows/Microsoft Update when it was
released as KB928388 back in mid-December, 2006? Might check in Add or
Remove Programs, with Show Updates checked at the top. You may already have
it.
