There are some stand alone programs:
FME. a very robust and full featured program that might be overkill..
www.safe.com
OGR2OGR: a precompiled open source program that will do the conversion
you're asking for. POackeged as part of FWtools.
http://fwtools.maptools.org/
OGR dll: an open source embeddable vector translation library.
http://gdal.maptools.org/ogr/
