Depending on the browser...

right-click > Open in new tab
right-click > Open Link in New Tab
right-click > Open Link in New Window
right-click > Open in New Window
Shift-click
right-click > Open in background tab
Ctrl-Shift-click
middle-click
--

None. HTML 4 and up (except Transitional) leaves it to the user to
decide whether he wants to open a document in a new window, a new tab,
or the same window as the current document.

If you really must, then a Transitional doctype.
If you're careful and you get the URL right, you can still get
non-quirky rendering.


Alternatively just let it be a minor invalidity.
