I'm not sure how much customization you want to make...but its not
possible to create ROM images that you can ghost onto a phone. Many
of the features on a phone are agreed upon by the OEM and mobile
operator and cannot be changed, without certain hacks for certain
programs.
You can, however, provision certain security protocols onto the
devices.
As far as customizing security policies on devices, I would refer to
