I am using ArcGIS Explorer for some hybrid image/topo maps for hunting
big game. What I would like to do is to be able to create my own
layers by simply drawing lines or "shading" an area.

What tool/tools do I need to get to be able to do this?

Hi,

you need a software like gvSIG (free) or ArcGIS ($$$)
