Hi All,
I have searched Google and the ESRI website for a way to create and
export a graticule that includes lines for every minute to a .shp file,
.mid/.mif, or other Map Publisher-compatible format with no luck. What
software packages are people using to create graticule data layers (to
be exported, unlike ArcMap wizard-based graticules)? Anyone able to
automatically label their graticule in degree:minutes?

Hi All,
Thanks to Rob Downie on sci.geo.cartography, here is a solution:
Global Mapper Ver. 7 will do this (can not vouch for past versions).
Open a data layer that represents the extent of your graticule, choose
Tools->Configure->General->Grid Display--Lat/Long grid. Then hide your
data via Tools->Control Center, select your data layer, and finally
click hide overlay. File->Export Vector Data to obtain the graticule
alone.
