How to configure Windows Media Center (Vista Home Premiium) to receive TV
signal from RCA connectors?
I want use RCA cable to watch TV but only option to use RCA is Satelite and
require IR receptor, I have no IR devices, only I want is:

Decoder ---------------> Videpo Captura Card
(decoder is about 6 meters from pc)

You can't. In order to use the RCA connections you must have a set top box
that Media Center can control through the IR Receiver/Blaster.

Why is it?
Windows Media Center is for watch and record TV
What other optiuon I have to use RCA connections?

Media Center supports TV Tuner cards with DBA drivers for its TV
capabilities. It does not support general purpose video capture cards. For
those you should use the software that came with the capture card.
