Do you know whether any body carefully studied effect of different
color combinations in html document. I mean, for example, which
combination of text-color and backgroud colr are good? I think that "it
is easy to see and read text" is not sufficient. For example yellow
text one can easy recognise on blue background, however it is too
garish. Is any mathematical relation between colors which are good
combined with each other?

Look here:
http://www.google.com/search?num=100&hl=en&lr=&q=color+readability
Not exactly what you asked for but may also be of use:

Try the color picker here:

In addition to what "me" posted, consider that some people are red-green
color blind.
Never use green-on-red or red-on-green for any site you want to be
accessible.

cannot distinguish red from green, or see red and green differently from most
people."

A little rudeness and disrespect can elevate a meaningless
interaction to a battle of wills and add drama to an
otherwise dull day.

Oh, hey, look what I found. This is kinda cool. You can check what your pages
look like to colorblind people -- all 3 kinds of colorblindness.

I also found ADesigner from IBM Alphaworks. It's a stand alone off line
checker, checks for low vision/color blindness and WAI.
