Hi there,

All of our computers are in a Windows 2003 AD. Currently we have a
member server running certificate service as Enterprise root CA, and
other Internet services get certificate from the CA server. I'm trying
to transfer the certificate service to another member server, but I
don't know how to set up CA service on another member server, as
Enterprise root CA or Enterprise subordinate CA and then transfer.

You can backup root CA, than stop the service. Install new root CA (on
new computer), then recover backuped data. Then start new service.

P.S. It's better to name new computer exactly like old computer or
you'll have problems with CDPs and AIAs.
