Cannot Uninstall MSN Toolbar Jen 05-16-2006

 I wanted to try reinstalling the MSN Toolbar because the toolbar is missing
from ie explorer browser. In the add/remove from control panel, the buttons
for change/remove don't show up. In the c/program files, msn toolbar suite
can't be removed either, saying that a dll file is in use. How do I get this
fixed? I trid MSI Installer and not one installed program came up to remove.
Any good ideas will be greatly appreciated!
