Taking a stab here, but Win98SE has no bluetooth capability in the OS.
Even XP had none until MS issued a bluetooth addendum to the OS prior to
SP1. If your computer has operable USB1.1, you *might* get a wireless
mouse to work with it if you can find one with a Win98SE driver.
Anything modern for Win98SE is problematical since vendors don't often
issue drivers for a "dead" OS.
