That's not cookies. more likely - temporary internet files (eg local content
cache) - http://support.microsoft.com/kb/179723
You can modify the settings using group policy:

You also need to exclude Temporary Internet Files folder from roaming
profile -
http://emea.windowsitpro.com/article/articleid/74861/jsi-tip-3543-make-sure-that-temporary-internet-files-are-excluded-from-your-roaming-profile.html (can aply the settings from a GPO)
