One more note on this topic. I was able to connect and create a partnership
on a different pc. It is not one I really want to use long term, but it
does show that it is not the device and instead is something on the pc.

If you are talking about the last week, I have heard somewhere that the last
update to Vista from Windows Update created this problem. There were many
reports of people not being able to connect after the updates.

Try to uninstall the updates slowly and check if it begins working......

I have the same prob... will not connect .. it chimes and then nothing what
gives ... i just used it on the 29 of sept. and now today the 17 of oct. i
cant do anything, i have checked the drivers and they say they are not
installed so i tried rolling them back and nothing i tried reinstalling them
and still nothing , i even tried the dics that came with the phone and still
not a dang thing... then i tried checking the internet for the drivers from
the properties and it says it has found them but cannot install them ....
all i want to do is transfer pix form my phone to my pc ... is that so much
to ask ....**grins
