ActiveSync does a best-fit match, but if the entries aren't identical
you'll see duplicates created when you try and combine. Best thing to
do is only change the items at one point (ie the PDA, or one of the
computers), and avoid changes elsewhere.

Nope - it needs to know what to do. You can set some basic options
under Tools -> Options, Rules tab, but this won't cover every possible
scenario.
