 I have an Ms Windows Server 2003 Standard edition (no Isa server) and i
want to have bandwith
control over the internet. How can achieve this without using isa server.

Windows 2003 does not have such a feature and I understand it was dropped in
ISA 2004. You want to look at firewall devices that can do such. I believe
some Netscreen and Sonic Wall devices can do bandwidth shaping but that may
be outbound only. --- Steve
