I have a BLM land ownership shapefile and when I add it as a layer,
ArcGIS Explorer covers the whole map in a single color instead of the
proper colors that show each section and its ownership status. What
am I doing wrong?

on the table of content, make a right click on your layer, then
"properties" and finally "symbology". You should have several options
for rendering your polygons.
