Create new print queue on which ONLY a security group of people can print
(including the SYSTEM account).
Also configure a time frame.

Please log in for more thread options
1.) Create a new print queue
2.) Create a security group including only the people you want to print to
this new print queue
3.) Assign security group (step 2) permissions to print on print queue (step
1) on the Security tab of the print queue
4.) Assign the availibilty of the print queue from the Advanced tab of the
print queue (step 1)

Hope this helps?!

and then restrict the pre-existing print queue for that print device
so that only those that should have unrestricted availability of that
printer are allowed to use the pre-existing, unrestricted queue
