Local security policy has limits on its capabilities.
Try subjecting the members to a GPO carrying the settings
you want to have in use.
Please, please - search the MS KB about using policy to
set services, especially permission of, as there have been
some bad issues which may or may not be waiting to bite
you depending on your environment, Windows versions,
how you are going about this, etc.
