Not really. There is generally more than one entry for each TimeZone when
you go through that setting screen. The differences in the various options
for one TimeZone are typically to account for when and if the locale uses
DST. For instance GMT -7 has entries for Mountain US, which observes DST,
and one for Arizona, which does not observe DST.
