They did clarify it, in the description line:
QAM. Quadrature Amplitude Modulation (QAM) is the digital cable standard in
the United States. Windows Media Center supports QAM signals with a Digital
Cable Tuner in the United States.
Note: with a Digital Cable Tuner.
These are currently only manufactured by ATI and are only available with a
new, Digital Cable Ready certified PC.
