I would like our helpdesk staff to be able to add local printers to our
Windows 2003 print server(s). Is this possible without adding them to the
power users or administrators group? Adding them to the print operators
group and allowing them to load/unload device and print drivers via gpo
doesn't seem to do the trick.

Thanks.

I'm not positive but I belive you have to wait until you upgrade clients to
Vista.
