Admin can't change time?

Admin can't change time? !TG 06-16-2005

 I have set up a W2K3 Ent server with AD and I can log on with a laptop I
setup.
I have logged on with a user that is part of the administrators group,
but I am unable to change the time on the laptop, or do other features
you would expect an admin to ba able to do.
Anyone know why?

 What is the error that you get?

Other relevant information: in AD clients synchronize time with Active
Directory. If you change the time on the client and now time is off by more
then 5 minutes clients will fail to logon.

It just says I don't have proper permissions to change the time. Or
when I go to the network identification tab in windows system, it says I
have to have admin rights to make changes and all the buttons are grayed
out.
