As far as I know, the "Connect via Bluetooth" option in Activesync has
always been there. I have never been able to connect to any computer
using this option, but I can use bluetooth in other ways, and I can
sync just fine using USB.
There are only two Bluetooth ports on my device. One is the incoming
port, and the other (outgoing) has the name of my NX8220. The port
numbers are different.

I'll try to answer this as best I can. Just for clarity, as I
understand it, the serial port is one service that a bluetooth device
can provide to another device. Other services are things like headset,
business card exchange, etc, and these are not the same as bluetooth
serial. Is this correct?
I have paired two other devices with my laptop in the past - a non-WM
phone, and another laptop. I didn't use the serial service on either
device. Neither of these two devices is currently connected to my
laptop - the only device I am working with is my current phone. My
phone is currently paired with my laptop, and I can use the other
bluetooth services I described, but can't get activesync to connect via
bluetooth.
