I have a problem with regular users being able to use activesync. As long as
they are a domain admins they have no problem. I have checked all the
permissions i know to check but have not got this to work. The server is a
Windows 2003 R2 Domain Controller, Exchange server and IIS server. Any help
would be greatly appreciated.

Create a test account and run it through the Microsoft test site:
https://testexchangeconnectivity.com/

Sometimes it can be as simple as resetting the virtual directories, but
that site should give you an idea.

I have created a test account. If i add them as Domain admin i have no
problems. Make them just Domain user and they cannot sync anymore. Below is
the results i get from testexchangeconnectivity.com
