ActiveSync syncs ONLY new/changed notes, contacts

Only about 2/3 of each my notes and contacts get transferred to, or
synchronized with, the PPC when I sync.

All of the notes and contacts are stored in the default folders within
MS Outlook.

The only pattern that I have been able to detect so far is that any
contact or note that I update and save will be synchronized, but any
notes or contacts that I have not saved recently are not transferred
or synchronized.

No error messages are displayed during the synchronization, and AS
claims that all items are synchronized when complete.

I have tried deleting and re-creating the partnership, and this
doesn't help.

I have tried deleting the partnership, hard resetting the PPC, and
syncing. Same problem.

I've tried deleting the partnership, and hard resetting the device,
uninstalling ActiveSync and re-installing it. In all cases exactly the
same set of content is transferred, and the same set of items are NOT
transferred.

It looks like there is something else (perhaps on the PC side?)
retaining old/incorrect information. Any ideas what? and how to fix?

The PPC is running Windows Mobile 2003 SE, and the PC is now running
ActiveSync 3.8 (4.5 and 4.2 both had the same behavior).

Hi,
I suggest the following process to identify the issue. Create a folder and
then move the contacts there. Sync. Then move the contacts back until you
find the ones causing the problem.

Unfortunately, there does not seem to be one task or note causing the
problem. _Any_ contact or task which has not been changed recently is
not transferred.

I'd like to make sure that I've described the problem clearly - it's
NOT that ActiveSync encounters an error and cannot complete the
synchronization. Rather, AS reports that the sync is complete,
believing (incorrectly) that all the data that needs to be
transferred, has been transferred.

For some reason however, the full set of data is never transferred to
the handheld the first time. Even after the handheld has been hard
reset, only recently changed items are transferred. And then AS thinks
it is done.

Let me try approaching this from a different angle - is there a way to
convince AS to copy ALL notes and contacts from the desktop to the
handheld? (I'm NOT look for the option that describes what to do if
there is a conflict. It looks like I need a way to unconditionally
transfer ALL notes and contacts to the handheld, conflicts or no
conflicts.)

By the way, I have also tried the following:

then select "Run". Then in the box for the Run Command and type:

This did not affect the results.
