fyi, According to Microsoft, all versions of ActiveSync 3.x have been
removed from the internet due to security concerns.

Since support for earlier PocketPC os' is included in the current
Activesync version 4.2, Microsoft feels that since 4.2 does not have the
same security issues, it will meet the needs of current users.

Users of other WinCE platforms such as the HPC should be sure to keep a
copy of their companion CD in a safe place and be aware of the fact that
those versions are not secure.

With software like ActiveSync security is the least issue to be concerned
about.

I have to agree... this does seem to be a case of "lock the user out,
let the bad guy in" ;-/

You might want to check the EULAs. My guess would be that
you don't have permissions to redistribute Microsoft
software in this fashion.
