I using an Orange SPV M600, ActiveSync 4.2, Windows XP Pro (patched to the
hilt) and a Microsoft Wireless IntelliMouse Explorer 2.0.

When the Phone is not connected everything is fine and dandy. However, when
the phone is connected via the USB cable the operating range of the wireless
mouse drops to 18 inches from the wireless receiver.

Has anyone else come across this?

I haven't come across this, but I suspect you have the mouse receiver and
the sync cable plugged into the same USB hub. Even on the PC itself the USB
ports are kind of grouped. You can see what is where by looking in the
device manager, Generic USB Hubs, properties, power tab. If you get them on
different hubs, I bet it will clear up.
