Marc,
you are right, a Layer (.lyr) file does not contain any data. It
contains information about how to display the data. You would need the
actual data to be able to display it. If you have it, under mapinfo, you
can use the universal translator to import the data.
You can download ArcExplorer, the free version of ArcGis. You will not
be able to do any analysis, but it is perfect for displaying your data!
