This sounds like it could be a decoder issue, but hopefully the manufacturer
would ship your computer with a compatible decoder. What is your physical
connection between your PCs tuner card and your digital cable's set top box?
Do you have the remote control's IR blaster attached to the front of your
set top box?
You can possibly accomplish #2, depending on what video adapter you have.
There are some issues, however, in doing it that way.
Not sure about #3...
