Probably the problem is that the computers don't log on to the network using
_computer_ accounts and stay disconnected until the user logs on - in that
case, software instalation policies (that aren't executed during policy
refresh) aren't applied.
Check the logs for computer logons and make sure computers are connecting to
the network during startup.
